The Fallout 3 Collectors' Edition contains the game, an art book displaying concept art, a CD soundtrack, and a Pip-boy! Figurine. It comes packaged in a Metal Lunchbox, a novelty item featured within the game.

While the price is significantly more expensive than the standard game, the Fallout 3 CE is one of the best Collectors' Editions released for any game. It is definitely worth considering for fans of the series or those with spare cash.
